His first major research effort was an attempt to apply and adapt to selected Third World countries national accounting techniques first developed by Meade and Stone for the United Kingdom war economy. This was during the war, and based on data available in the Colonial Office. Subsequently he was able to spend nearly two years in Central Africa updating and strengthening the estimates with material collected in village surveys and from local and central government records.
For most of the 1950s and 1960s he worked in the national accounting field — developing a system of regional accounts for the United Kingdom, using a national accounts framework to estimate and analyse the dimensions of long-term British economic growth 1688-1959, and going as consultant to Third World governments or research institutes.
