Held Portfolios in the Québec Government as Minister of Labour and Manpower, Financial Institutions, Immigration, Social Affairs, Justice and Attorney General as well as that of Minister of Canadian Inter-Governmental Affairs, 1976-1985.
Held Office of Premier of Québec. Since 1988, various international negotiations relating to the environment and development: "Rapporteur général" of the Bergen Conference in Norway, 1991.
Special Advisor to the Secretary General of the United Nations Conference on Environment and Development in Rio de Janeiro, 1992. Chairman of the Informal Workshop on the financing of the Biology-Diversity Decertification and Immigration.
Special Advisor to the Chairman of the International Negotiation Committee on Decertification and Chairman of the Financial Transfers Committee.
