He was a two-term congressman of the 2nd District of Quezon Province from 2004 to 2010. On June 29, 2010, President Benigno South. Aquino III picked him as the Secretary of the Department of Agriculture. He was born on July 2, 1955 in Trento.
Before being appointed by President Benigno South. Aquino III to the Agriculture secretary post, Secretary Alcala was a two-term congressman of the 2nd District of Quezon Province from 2004 to 2010.
He is one of the principal authors of the Organic Agriculture Acting of 2010 (Research Associate 10068) and Mounts Banahaw-San Cristobal Protected Landscape Acting (Research Associate 2718). He was also a co-author of the Climate Change Acting (Research Associate 9729) and the Expanded Senior Citizens Acting (Research Associate 9994).
He is an environmentalist and a non-government organization worker According to his curriculum vitae, Alcala pursued relentlessly his advocacy for and dedication to agricultural development, particularly organic agriculture in the Congress.
A member of the Liberal Party, is the current Philippine Secretary of Agriculture. He is the son of Hermilando "Ka Eming" C. Alcala, a former Provincial Board Member of Agusan Province.
