Studied at Tiflis Teachers’ Training Institute.
1900 helped to organize May Day demonstration of Tiflis workers. August 1900 expelled from Teachers' Training Institute for involvement in railroad workers’ strike, arrested and imprisoned for 11 months in Metekhi Castle. Then exiled to Kutaisi Province.
1901-1904 member, Imeritian-Mingrelian and Caucasian Union Russian Social-Democratic Workers’ Party Committees. August 1904 sent to Baku by Caucasian Union Russian Social-Democratic Workers’ Party Committee, where he did Party work among the oil workers. Bet up Party organisation in Balakhany region.
Member, Baku Russian Social-Democratic Workers’ Party Committee and co-founder of its Gummet group. December 1904 led general strike in Baku. 1905 deleg from Baku Russian Social-Democratic Workers’ Party Organization(s) at 3rd Russian Social-Democratic Workers’ Party Congress.
1906-1908 worked for Baku Bolshevik newspapers Bakinskiy rabocltiy, Prizyv, Devet-Koch, Gudok, Volume(s)’na, et cetera 1906-1909 Board secretary, Oil Workers’ Union, in which capacity he attempted to negotiate a collective labor agreement. 1908-1911 arrested several limes and finally exiled for three years to Velikiy Ustyug.
From June 1914 worked for Tis Russian Social-Democratic Workers ’Party (Bolsheviks) Organisation May 1915 again arrested and exiled to village Kamenka (Yeniscy Provine), from which he soon fled to Tiflis. Sent to Trebizond, where he did revol among soldiers under the alias of Baratov.
After 1917 February Revol member, Baku Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. Elected member, Central Committee at 4th Russian Social-Democratic Workers ’Party (Bolsheviks) Congress. September 1917, as strike comt chairman, led general strike of Baku workers.
From December 1917 assistant chairman, from January 1918 chairman. Executive Committee, Baku Soviet. From March 1918 member, Revol Defense Committee.
From April 1918 Commissar of the Interior, Baku Council of People's Commissar. From June 1918 Commissar of Food. 31 July 1918 arrested after the Soviet defeat in Baku.
