PROSH’YAN, Prosh was born in 1883 in Ashtarak, Armenian
Studied at Novorossiysk University, Odessa.
1905 sentenced to six years’ hard labor for attempting to free political prisoners from Odessa Prison. Served sentence in Akatuy and Zerenluy. Upon release fled from prescribed place of settlement but was re-arrested and sentenced to a further term at hard labor.
1913 exiled to Siberia, whence he fled abroad. During World War 1 conducted internationalist propaganda. After 1917 February Revol returned to Russia.
Published in Helsingfors newspaper “Sotsialistrevolyutsioner”. Sided with left wing of Socialist-Revol Party and sharply attacked defensist views of Party Central Committee, twice leading to his expulsion from party. July 1917 arrested by Provisional Government.
Supported idea of active alliance with Bolsheviks. Took part in October Revol. 1917 at 2nd All-Russian Congress of Soviets elected member, All-Russian Ccntr Executive Committee.
Company-founder, Leftist Socialist-Revol Party and member of its Central Committee. December 1917 People's Commissar of Posts and Telegraphs. Opposed Brest Peace Treaty.
And in March 1918 resigned from Council of People's Commissar together with general Socialist-Revol walk-out. 1918 helped plan Leftist Socialist-Revol revolt in Moscow and went underground after this revolt was crushed. November 1918 sentenced in absentia by Soviet court to three years' imprisonment.
