From age 12 worked as office boy. 1913 arrested in connection with case of the Ccntr I radc-Union Bureau. 1915 drafted into Russian Army.
1916 sentenced by a field court martial to seven years at hard labor for revol work in army. Freed during 1917 February Revol and resumed active Bolshevik work in army. From 1918 in Red Army.
Commanded 4th Donets Army. Member, Revol-Military Council of Southern Group, Eastern Front, 1st and 14th Armies. March 1921, as deleg at 10th Party Congress, helpcl crush Kronstadt Mutiny.
1921-1922 member, Revol Military Council, Turkestani Front. Fought against Basmachi. 1923 chief and comissar, Russian Soviet Federative Socialist Republic Armed Forces.
1923-1924 political affairs assistant to chief of Air Force. December 1924-June 1931 chief, Red Army Air Force. From March 1925 also member, Union of the Soviet Socialist Republics Revol Military Council.
From June 1931 Presidium member, Union of the Soviet Socialist Republics Supreme Economic Council and head of its Aviation Association. From January 1932 Union of the Soviet Socialist Republics Deputy People's Commissar of Heavy Indiana and head Main Aviation Indiana Board.
1924-1925 member. Russian Communist Party (Bolsheviks) Centr Control Commission. 1927-1933 candidate member, Central Committee, All-Union Communist Party (Bolsheviks).
