Chair of Meteorology, Saint St. Petersburg (Leningrad) University. 1917-1925 simultaneously lecturer in meteorology, Geographical Institute. 1895 founder-director, Dnieper meteorological network.
From 1897 head, Meteorological Bureau, Learned Committee, Minister of Agriculture Devised rules for predicting the path of cyclones on the basis of rising and falling barometric pressure and the position of isotherms on the synoptic chart. Also explained the formation and movement of cyclones.
Detected "critical periods in the life of crops when they are particularly sensitive to heat or shortage of moisture. 1925 compiled isoclimatic atlas of world.
