Worked as distr physician in Mozhaysk and Serpukhov Uyezds, Moscow Province. From 1886 health officer, Serpukhov Uyezd. From late 1895-1925 head, Medical Statistics Department (later Health Statistics Bureau), Moscow Province former local government authority Health Bureau.
Board member and treasurer, Pirogov Social. Editor, journal Obshchestvennyy vrach. 1911 helped to organize Dresden Hygiene Exhibition.
1913 helped to organize All-Russian Hygiene Exhibition. After 1917 October Rcvol helped to establish Soviet health statistics service. 1919 chairman. Joint Health Statistics Commission, Russian Soviet Federative Socialist Republic People's Commissariat of Health and Centr Statistical Board.
Member, Registration Commission which compiled ’’General Rules and Forms of Medical Statistical Registration” - the basis for the compilation of health statistics in the Union of the Soviet Socialist Republics. Head, Moscow Oblast Health Statistics Department. Head, Health Statistics Department, F. F. Erisman Institute.
Founder-chairman, Permanent Statistics Commission for the Unification of Health Statistics Methods in Rural Provinces. Contributed to compilation of ’’Pirogov’s Nomenclature of Diseases,” which was in use from 1899 to 1924. Wrote over 140 works.
The Chair of Health Statistics, 1st Moscow Medical Institute, bears his name.
