From 1904 in revol movement. 1905 worked at Saint St. Petersburg plants and joined Socialist-Revol Party. After 1905 October strike went to Siberia and worked on a railroad.
1906 left Socialist-Revol Party and 1907 joined Harbin Russian Social-Democratic Workers ’Party (Bolsheviks) organisation. 1909 moved to Vladivostok. Member, Vladivostok Russian Social-Democratic Workers ’Party (Bolsheviks) Committee.
Repeatedly arrested; 1911 moved to Saint St. Petersburg. Worked at Franco-Russian Plant. Helped found newspapers “Zvezda” and “Pravda”.
Attended Prague Party Conference. 1912 arrested and exiled for three years to Vologda Province. 1914 fled, returned to Saint St. Petersburg and resumed Party work.
Member; Petrograd Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. 1915 arrested and exiled for three years to Eastern Siberia. Late 1916 fled to Petrograd.
Member, Executive Commission, Petrograd Party Committee and member, Russian Bureau, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks). After 1917 February Revol member, Petrograd Soviet and founded its Soldiers’ Section. Member, Petrograd Party Committee.
During 1917 October Revol member, Petrograd Military-Revol Committee. During Civil War exec posts on Eastern, Southern and Western Fronts. Member, All-Russian Central Executive Committee of most convocations.
1921 Presidium member and secretary, All-Russian Central Executive Committee. Member, Centr Commission for Purging the Party. Secretary, Ural and Northwestern Bureau, Central Committee and secretary, Leningrad Party Committee.
Member, Central Committee, All-Union Communist Party (Bolsheviks) of several convocations. At 14th and 15th Party Congresses sided with “New Opposition”. Then member, Trotsky-Zinov’yevite Bloc.
At 15th Congress expelled from the Party. 1928 readmitted to All-Union Communist Party (Bolsheviks) after recanting his errors. 1929-1932 chairman, Lower Volga Kray Economic Council.
Then directed construction of electr plant in Kashira. 1934 again expelled from the Party for alleged anti-Party and anti-Soviet activities and then arrested.
