A graduate of the Venezuelan Military Academy (1989), he participated in Hugo Chávez" February 1992 Venezuelan coup d"état attempt. From 2001 to 2004 he was Venezuela"s representative to the Inter-American Development Bank. In the 2005 parliamentary elections he was elected to the National Assembly of Venezuela.
In 2007 he was named deputy Minister of Finance, and in 2008, Minister of Finance, before being elected Governor of Aragua in the 2008 regional elections, beating PODEMOS" Henry Rosales.
In September 2013, Isea moved to Washington, District of Columbia to participate in postgraduate studies, though he was reported that he was possibly working with the Drug Enforcement Administration. A year later on September 3, 2014, Venezuela"s attorney general, Luisa Ortega Díaz, announced that her office has requested that Interpol issue a red notice for Isea, faced an arrest warrant for allegedly having acquired currency through criminal actions.
Months later in April 2015, details from Spanish journalist Emili Blasco from his book Bumerán Chávez gave allegations provided by Isea that revealed potentially illicit activities that the Venezuelan government was participating in.
