Rakuten Kitazawa graduated from the Western Style Painting Department of Dai-kokan Art School.
In 1895, published a cartoon magazine Tokyo Pak (influenced by the English humor magazine "Puck"), depicting and criticizing the political and social affairs and the popular customs of Japan at that time with his vivid cartoons and served in destroying the old ideology of the Japanese people concerning social customs and politics. The publication of Tokyo Pak clearly showed that the new style of cartoon, completely different from the old Toba style which was the main current of the Japanese cartoons, was closely connected with journalism. After working for the magazine for seven years, Rakuten Kitazawa returned to the Jiji Shimpo (newspaper) where he worked once before, and published cartoons and caricatures in simple and clever style, sarcastically depicting the then political and social developments. During this period, traveled to France to study prominent satirical cartoons of Europe and to learn cartoon techniques for newspapers and magazines.
Rakuten Kitazawa was a chairman of the Japan Cartoonists Association.
