Rakuzan Takagi was born in 1889 in Tokyo, Japan.
He reached the rank of ni-dan (second grade) in renju. Inherited the championship of renju, becoming the third Meijin (1931).
He established and became president of Japan Renju Association. He was director of Nihon Kanko Kigyo Kaisha (Japan Tourist Industry Enterprise Company). Books include Renju Hisshd-ho (How to Win in Renju) and Renju Nyumon (An Introduction to Renju).
