Ram Das Dhir was born on the 29th of December, 1906 in Jullundur (Punjab). He was the son of Lachman Das and Kartardevi.

In 1929 he graduated from the Roorkee University, Civil Engineering Department.
In 1931 Ram Das Dhir joined the Indian Service of Engineers. In 1931-1932 he was a Research Scholar at Indian Waterways Experiment Station in Poona. In 1933-1947 Ram Das Dhir worked for the Government of Sind as Engineer-in-Charge of Irrigation Divisions. From 1947 to 1948 Dhir worked for the Government of India as a Project Officer of Central Water & Power Commission (went to Himalayas as a member of Snow Survey Expedition).
In 1948-1954 he was a Director of Hydrology, C.W. & P.C. In 1954-1955 - Director of Waterways, Irrigation & Navigation (restarted Publication of All India Irrigation Review); in 1955-1956 - Director, Administration & Coordination; than - a Chief Engineer, Floods (Planning & Designs), since 1956 he was in Central Water & Power Commission; also Dhir was in additional charge in 1957-1958 as a Member-Secretary of High level Committee on Floods.
Toured Europe, Middle East & North Africa. Member of High Level Flood Committee and various delegations & International Conferences.
