Baringer earned a Bachelor of Science degree from Youngstown State University in 1981. The institution, located in Youngstown, Ohio, traces its origins to 1908, when it was founded as Youngstown Municipal University, and it has carried the name Youngstown State University since 1967, when it became a state-assisted institution.
He also received a Juris Doctor from The Ohio State University, a land-grant institution founded in 1870 in Columbus, Ohio, under the name Ohio Agricultural and Mechanical College. Its law school, now the Moritz College of Law, was established in 1891 and provided his legal training.
