Précis annoté de la Loi sur les services de santé et les services sociaux
(A third-edition annotated legal reference on Quebec's hea...)
A third-edition annotated legal reference on Quebec's health and social-services legislation, published by Éditions Y. Blais. The work organized the governing statutes and related legal materials for practitioners and administrators in the health and social-services system.
Raymond Barakett was a Canadian lawyer whose career at Monette Barakett spanned civil, labour, professional, and health law. Admitted to the Quebec Bar in 1959, he helped develop the firm's collective-bargaining and health-law practices, led its health and social-services law team, and published major annotated works on Quebec health legislation.
Background
Barakett was born on March 28, 1933. His professional life developed in Montreal during the postwar expansion of Quebec's legal institutions, public administration, and health and social-services system.
He died in Lachine, Quebec, on September 7, 2019, at the age of 86. His family included his wife Janice, daughters Catherine, Isabelle, and Lenaïk, and son Carl, who predeceased him.
Education
Barakett studied at McGill University, receiving a Bachelor of Arts degree in 1955 and a Bachelor of Civil Law degree in 1958. McGill, founded in Montreal in 1821, was one of Canada's leading universities and its Faculty of Law combined civil-law and common-law traditions, a particularly relevant setting for legal education in Quebec.
During his law studies, he served as editor of La Forge, a student literary publication, and became editor-in-chief of the McGill Law Journal in 1957–1958. The McGill Law Journal, established in 1955, provided a student forum for legal scholarship during a period when Canadian legal education and bilingual legal practice were developing rapidly.
Barakett was admitted to the Barreau du Québec in 1959 and spent his professional career with the Montreal firm that became Monette Barakett. The firm, founded in 1912, became known for work in labour, public, and civil law. Barakett practiced civil law, labour law, health law, and professional law, and appeared in important matters before higher courts and administrative bodies.
He was one of the lawyers who developed the firm's collective-bargaining practice. He later directed its health and social-services law team, advising institutions in Quebec's expanding health network and contributing to the firm's specialized work on legislation, regulations, and jurisprudence governing health care.
Barakett retired from the firm in 2006. His professional work included leadership in the firm's management structures, and he was remembered by colleagues as a mentor to younger lawyers, several of whom later became partners or members of the judiciary.
Achievements
Barakett helped build Monette Barakett's collective-bargaining practice and contributed to the firm's development as a prominent Quebec practice in labour, civil, professional, and health law.
As leader of the firm's health and social-services law team, Barakett helped establish a specialized practice serving institutions in Quebec's health network and addressing the legislation and regulations governing health care.
