In 1919-1920 de Waha was delegated to the Chamber a Chargé d'Affaires (Washington D.C.) to represent the interests of Luxembourg.

The U.S. government has responded upon request that it was quite happy to receive the General-Director. He entertained for a long time quite active relations with American personalities; his father also participated earlier in the American struggles for freedom.
