In the Reuter-Gouvernement he took post of General-direktor for Agriculture and Social security (5. January 1920 - 15. April 1921), and later the post of General-direktor for Agriculture, Industry and Social security (15 April 1921 - 20 March 1925).
In 1919-1920 de Waha was delegated to the Chamber a Chargé d'Affaires (Washington D.C.) to represent the interests of Luxembourg.

He entertained for a long time quite active relations with American personalities; his father also participated earlier in the American struggles for freedom. Mr. de Waha is therefore likely to be a very sympathetic representative of our country with the U.S. authorities.
