Raymond Louis Leonard was born September 8, 1950, in Miami, Florida, United States, the son of Talbert Armlon Leonard and Lucy Elizabeth Setzler Leonard. He was raised in Miami and attended the Dade County public school system.

Leonard graduated from Miami Senior High School in 1968. He studied business administration and music at Belhaven University from 1968 to 1973.
Leonard joined Leonard Brothers Trucking Company, Inc. in 1973, serving as terminal manager from 1973 to 1975. During his tenure with the company from 1973 to 1984, he also held the positions of director, regional manager from 1975 to 1978, director of government sales from 1978 to 1979, and executive vice president from 1979 to 1984.
He served on the board of directors of the Munitions Carriers Conference in Washington from 1979 to 1984, including terms as president from 1982 to 1983 and chairman of the board from 1983 to 1984. In 1985, he became president of Intermodal Logistics, Inc. in South Miami, Florida. Leonard also served as a director of San Luis Obispo Transport Corporation in Miami.
In addition to his civilian career, he served with the United States Army from 1970 to 1976.
Leonard became a member of the Museum of Science Century Club in Miami in 1986. He also held memberships in the Zoological Society of Florida, Florida Chamber of Commerce, Specialized Carriers and Rigging Association, National Defense Transportation Association, Florida Trucking Association, American Trucking Associations Sales and Marketing Council, Traffic Clubs International, Miami Rotary Lodge, Phi Mu Alpha Sinfonia, and Delta Nu Alpha.
Leonard married Janice Taylor on August 25, 1973. They had two children: Raymond Matthew Leonard and Taylor Nathanael Leonard.
