Boehling graduated from Duke University with a bachelor's degree in 1977. Three years later she received her master's degree from the University of Wisconsin—Madison, as well as her doctor's degree ten more years later.
Boehling was appointed to Franklin and Marshall College as a visiting instructor in history, staying there just for a year from 1986. For two years from 1987, she served at the University of Dayton at the position of an assistant professor of history. Boehling's next working place was at the University of Maryland, where she was an instructor for a year from 1989, rising to an assistant professor, from 1990 to 1996. She has been working as an associate professor of history there since 1996.
Boehling is the author of several books, including A Question of Priorities: Democratic Reforms and Economic Recovery in Postwar Germany; Frankfurt am Main, Munich, and Stuttgart under U.S. Occupation, 1945-49. She is also a contributor of articles and reviews to periodicals, including German History. She had conducted research on political culture in Germany and France in the 1940s.
