Redwan was born in September 22, 1971 in Siltie Zone, Azernet Berebere Woreda, Derawt and Semeredin Kebele.

Redwan received his Bachelor of Science in Biology from the Addis Ababa University in 1995. And later received Master of Arts in Organizational Leadership form AZUSA Pacific University, California, United States in 2006.
After his graduation, Redwan taught Biology at senior secondary schools including Jinka Secondary school in south Omo zone and Awolia in Addis Ababa.(1996-2000).
Before taking up his new position, he served in various higher government positions in Federal and regional offices: - Minister, Government Communication Affairs Office (2013-2015) - Head of EPRDF Secretariat and Public Mobilization and Participation advisor to the late prime minister, Meles Zenawi. (2004 up to now) - Head, Addis Ababa EPRDF Office and Public Relations Advisor to the Mayor of Addis Ababa City Administration, With the Rank of Deputy Mayor (2011-2013) Political and Leadership Career in Regional offices - Bureau Head, SNNP Regional State Bureau of (2004-2008) - Siltie Zone Department Head for Mass Mobilization and Social Affairs. (2002 & 2003) - Served as House of People's Representatives being elected during:- The 2nd National Election (2001-2005) Fourth National Election (2010-2014) Being elected during third national election (2006-2010).
Executive Committee Member of EPRDF (2006 up to now). - Executive Committee member of South Ethiopia People Democratic Movement (SEPDM). - Served as Member of House of Federation representing the Siltie Nationality and member of South.N.N.P Regional Council.
