He passed the government examination for judicial service in 1887 and became a Justice Ministry official. Went to Britain in 1899 for study.
Continued service in the government and became Communications Vice-Minister in 1906. Was Minister of Commerce and Agriculture in the third Katsura Cabinet in 1912 and the Terauchi Cabinet in 1916. Was appointed a member of the House of Peers and the Privy Council.
