Achievements Jiménez strove to render efficient and honest government and to maintain absolute separation of church and state. Although he extended the suffrage, he made no other changes. His concept of government was to limit it to upholding the law and providing public services and education.Development of commercial agriculture, increasing dependence on export of bananas and coffee, and growth of population brought new social and economic problems to which Jiménez’ policies seemed unresponsive. However, he did not oppose the new labor movement. His strengthening of electoral democracy and popular representation made it possible subsequently for activist politicians to achieve power. He and González Viquez failed to develop a party structure to carry on their work.
