Career
He was a member of the architectural firm of Bates, Frampton & Bowers), Mr. Bates moved to Los Angeles in 1925 and carried on an independent practice there for the next fifteen years. His work during that period included a number of apartment houses and certain public buildings at Azusa, Calif. In Burlingame after 1940, Mr. Bates designed the new Community Building, and shortly before his death completed plans for a proposed Civic Center project at San Bruno.
