Buckner was the son of an army officer and grandson of Admiral Charles Buckner.

After a serving in the army, he studied painting under Giovanni Battista Cassevari in Rome.
He first painted miniatures but then changed to painting larger portraits. He exhibited at the Royal Academy of Arts between 1842 and 1877 and was nominated as a candidate for the academy.
