In 1962 he received a Bachelor of Science degree in Political Science from the University of Utah, and a Juris Doctor degree in 1965.
From 1967 to 1973 he was a member of Utah House of Representatives. Since 1973 he has worked at Utah Senate. Since 1981 he has been a member of the Advisory board at Utah Non-Game Wildlife and University of Utah College of Nursing. Since 1984 he has been a member of governing board at Advisory Council of Primary Children's Medical Center. Since 1984 he has been a member of Governor's Housing Advisory Council. Since 1984 he has been a member of governing board at Primary Children's Medical Center.
He is a member of Boy Scouts of America, Salt Lake City Track, Bonneville Knife and Fork.
He is married to Diane Saxey. They have four children: Angie, Cindy, Teresa, Douglas.
