Career
Elliot, born in Philadelphia, Pennsylvania, graduated from the Naval Academy 10 July 1909. Lieutenant Commander Elliot was killed aboard Manley (Doctor of Divinity-74) on 19 March 1918 when her depth charges exploded in collision with a British ship in the convoy Manley was escorting. The destroyer United States Ship Elliot (Doctor of Divinity-146) was named for him.
