Flannigan, Richard Charles was born on December 12, 1857 in Ontonagon, Michigan, United States. Son of James and Ellen (Sullivan) Flannigan.

Education

Public schools, Ontonagon and Marquette, Michigan. Student junior year, Law Department, University of Michigan, class of 1879, Bachelor of Laws, as of class of 1879, 1923.

Career

Admitted to Michigan bar, 1879. Began practice, Norway, Michigan, 1880. Prosecuting attorney, Menominee Company (in which Norway was then situated), 1881-1882 and 1885-1886.

1st mayor City of Norway, 1891. Member Michigan Constitutional Convention, 1908-1909. Nominated by all political parties for judge 25th Judicial Circuit and appointed by Governor Warner, 1909.

Elected to same office at special election, without opposition, April 1910, reëlected without opposition, 1923, term expires 1929. Presiding judge, Roosevelt libel case, 1913.
