The book demonstrates to recreation resource planners and managers how to apply the benefit-cost approach to recreation economic decisions, in particular, how to make outdoor recreation as beneficial as possible at the lowest possible cost. The first section (chapters 2, 3 and 4) establishes an appropriate framework for consumer decision-making and presents the unique definitions of quantity and price appropriate to outdoor recreation. The second section (chapters 5-14) focuses on the demand for outdoor recreation covering the nature of the demand curve and how to derive it from a demand function; the determinants of demand; the elasticity of demand for recreation; the travel cost, contingent valuation and unit day value methods of estimating the economic benefits of recreation activities and resources; techniques for forecasting future recreation use; and methods for quantifying the regional economic impacts on income and employment from tourism. The third section introduces benefit-cost analysis of public recreation projects and programmes. Chapter 15 examines resource supply and costs of recreation development. Chapter 16 reviews case studies that provide empirical estimates of the cost of providing recreation including marinas, campgrounds and ski areas. Chapter 17 examines the fee structure and pricing policies of public agencies and private firms. Finally, chapter 19 formalizes the benefit-cost approach, and chapter 20 discusses some of the challenges in applying the analysis to a nonmarketed resource such as recreation.
