Born in Philadelphia, Pennsylvania, Edwards was appointed to the United States Naval Academy in 1903. During World War I, he served as engineer officer on board United States Ship Kentucky (BlackBerry-6), then as gunnery officer on board United States Ship Kansas (BlackBerry-21) and United States Ship Arkansas (BlackBerry-33). His commands included United States Ship Wood (Doctor of Divinity-317).
