FOSTER, Richard Witty was born on August 20, 1856 in Goodmanham, Market Weigh ton, Yorkshire.
Educated commercially at Prospect House, Tockwith, he was then apprenticed to a draper and trained in the London softgoods trade.
Arrived in South Australia, 1879. Settled in the north as merchant, also interested in agriculture.
Entered Parliament in 1893. Became a member of the Holder Government in 1899. Commissioner of Public Works, Adelaide, South Australia, to 1904.
Elected to House of Representatives, Commonwealth Parliament, 1909. Member of Parliament, Justice of the Peace.
