Rick Noguchi was born on June 29, 1967, in Los Angeles, California, United States, to Hiroshi Noguchi and Emiko Noguchi.
Noguchi earned his Bachelor of Arts degree from California State University in Long Beach. He then received Master of Fine Arts degree from Arizona State University and Master of Business Administration degree from Pepperdine University.
Noguchi began to work at the Arizona Humanities Council in 1994, at the position of a director of Resource Center and coordinator of the project Transforming Barbed Wire.
Noguchi published two collections of poetry, The Ocean Inside Kenji Takezo (University of Pittsburgh Press, 1996) and The Wave He Caught (Pearl Editions, 1995). He is co-author of the children’s book Flowers from Mariko (Lee & Low, 2001). Noguchi is a contributor to journals and anthologies, including Asian American Poetry: The Next Generation; Place as Purpose: Poetry from the Western States; Motion: American Sports Poems; American Poetry: The Next Generation; The New Young American Poets: An Anthology; and Fever Dreams: Contemporary Arizona Poets. Noguchi currently serves as a senior program officer in the arts at the James Irvine Foundation. Additionally, he works at the Japanese American National Museum as the chief operating officer.
