Rikuro Takagi was born in 1880 in Fukui Prefecture.
He graduated from Tokyo Commercial & Industrial School (1897). He went to Nanking for study as student trainee of Sanchu Bussan Kaisha (Sanchu Product Company) (1899).
He served as interpreter of Japanese Army troops stationed in China. He served with various business organizations in China and founded Toa Tsusho Kaisha (Toa Trading Company), becoming president (1914). He was appointed president of South Manchuria Mining Company (1923).
He was vice-president of Chiinichi Jitsugyo Kaisha (Sino-Japanese Business Company) (1922) and chairman of Nihon Kokudo Kaihatsu Kaisha (Japan National Land Development Company) (1951).
He held additional posts of chairman of Nihon Kaihatsuki Seizo Kaisha (Japan Development Machinery Manufacturing Company) and adviser of Nippon Broadcasting Company. Books: Nikka Koyu-roku (Records of Friendship Between Japanese and Chinese) and Senshin Gaka (Washing the Heart and Lying in Mist), a collection of waka poems.
