Career
President Barack Obama nominated him to the post on July 28, 2010. Rand, the son of former state Senator Tony Rand, is a former state prosecutor and former state superior court judge (2002–2010). Rand earned both a Bachelor of Arts and a Juris doctor from the University of North Carolina at Chapel Hill.
He co-wrote a children"s book entitled I Want to Go to University of North Carolina!.
