Rishin Shimokawa was born in Fukuoka Prefecture in 1889.
He graduated from Literature Department of Tokyo University in 1914. He studied in Germany, England and U.S.A. as overseas student of Education Ministry (from 1927).
Rishin Shimokawa became chief of Social Education Section of Osaka Prefectural Municipal Office and professor of Akita Kozan Semmon Gakko (Akita Mining College) in 1920.
He was appointed chief of Students' Section of Taihoku (Taipeh) Imperial University (1935), school commissioner of Government-General of Formosa (1941) and director of Taihoku Higher School (1942). He repatriatedfrom Formosa (1946).
Rishin Shimokawa became member of Fukuoka Prefectural Board of Education (1948) and president of Fukuoka University of Commerce (from 1954).
He was trustee of Japan Red Cross and held additional post of counselor of Fukuoka-ken Taiiku Kyokai (Fukuoka Prefectural Amateur Athletic Association).
