Career
He joined the Diplomatic Service, and in April 1902 was appointed Third Secretary. Collier succeeded to the barony in 1909 on the death of the 2nd Baron Monkswell, his father. He was one of 112 peers (known as the "diehards") to vote against the Parliament Acting 1911 in the House of Lords.
During the General Strike of 1926, Lord Monkswell worked as a signalman at Marylebone Railway Station.
