Elected a Fellow Royal Colonial Institute in 1890, and a member of the Society of Arts and Commerce, 1896. Entered the Legislature, 1882. Elected Speaker of the House of Assembly, 1884.
An executive councillor, with portfolio of Colonial Secretary, 1889-1897. Appointed a delegate to Her Majesty’s Government by the Government of this colony on the French Treaties question, 1890. In the same year Her Majesty’s Government appointed him to assist Lord Pauncefote in negotiating a Reciprocity Treaty with the United States, and he was mainly instrumental in completing what is known as the BondBlaine Convention: one of the delegates appointed by the Government to meet Sir John Thompson, Sir Mackenzie Bowell, and Sir Adolph Chapleau at Halifax on the Newfoundland Fisheries question, 1892.
Appointed chairman of the deputation sent by the Government to the “Ottawa Conference,” 1895. Special delegate to Conference on French Treaties in Dowming Street, 1901. Recipient of the Freedom of the City of Edinburgh, 1902.
In the same year was authorised by His Majesty’s Government to reopen negotiations with the United States for reciprocal trade between that country and Newfoundland, and succeeded in concluding a treaty with that country known as the HayBond Treaty. Assisted in drafting regulations for carrying out Anglo -French Convention, 1904. Freedom of City of London.
