On July 27, 1915, the City of Nashville was placed in receivership by Chancellor John Allison. As a result of this, mayor Hilary Ewing Howse and several of the commissioners were removed from office. He was the last mayor to serve a two year term as the term was extended to four years in 1917.
He died in Nashville and is buried at Mount Olivet Cemetery.
