Carpenter by trade; several times arrested by Tsarist police and exiled for revol activities. 1908 emigrated; 1911 returned to Riga and organized Bolshevik faction in Latin Social-Democratic Party;January 1914 at Brussels Congress elected member, Central Committee, Latin Social-Democratic Party. On return to Riga arrested and 1915 exiled to Siberia for life.
1916 fled to Irkutsk. 1917 moved to Riga and became member, Central Committee, Latin Social-Democratic Party. After capture of Riga by German forces engaged in underground work.
January 1918 arrested and interned in concentration camp. Summer 1918 fled to Russian Soviet Federative Socialist Republic and worked for Russian Soviet Federative Socialist Republic People's Commissariat of Food. 1919 Soviet Latin People's Commissar of Food.
1919-1923 worked for Russian Soviet Federative Socialist Republic People's Commissariat of Food. From 1924 deputy chairman, then chairman, Siberian Kray Executive Committee. From 1929 secretary. West Siberian Kray Party Committee.
1937-1938 Union of the Soviet Socialist Republics People's Commissar of Agriculture At 14th Party Congress elected candidate member, at 16th Congress elected member, Central Committee, All-Union Communist Party (Bolsheviks). February 1935 elected candidate Political Bureau member, Central Committee, All-Union Communist Party (Bolsheviks).
Member, Union of the Soviet Socialist Republics Central Executive Committee. Arrested by State Security organs.
