Born and raised in Long Island, New New York He earned his bachelor"s degree at Brown University in 1971 and his law degree from Harvard Law School in 1974. While at Harvard Law School, he was an editor of the Harvard Law Record.

He served as Chairman of the Rhode Island Board of Regents for Elementary and Secondary from 2008-2011. In 2011, he was appointed by Governor Lincoln Chafee as receiver for Central Falls, Rhode Island.
