Born in Edmonton, Alberta, he received a Bachelor of Science degree in 1938 from the University of Alberta, a Master of Science degree in 1940 and a Doctor of Philosophy in 1942 from the University of Minnesota.

During World World War II, he served with the Royal Canadian Air Force as a pilot. In 1946, he joined the University of Alberta as an Assistant Professor. He retired in 1978 and was appointed Professor Emeritus.
From 1955 to 1969, he was the Chairman of the Department of Geology.
He was President of the Geological Society of America (1975–1976) and the Royal Society of Canada (1977–1978). The asteroid (187679) Folinsbee is named in his honour.
