Born in Florence, South Carolina, Harwell received a Bachelor of Arts from Clemson University in 1980 and a Juris Doctor from the University of South Carolina School of Law in 1982. He was in the South Carolina Army National Guard from 1987 to 1992, and was a law clerk, to the Honorary G. Rodney Peeples, State of South Carolina Judicial Department in 1983, and to the Honorary
George Ross Anderson, Junior., of the United States. District Court for the District of South Carolina from 1983 to 1984.
He was in private practice in Florence, South Carolina from 1984 to 2004. On January 20, 2004, Harwell was nominated by President George West. Bush to a seat on the United States District Court for the District of South Carolina vacated by C. Weston Houck.
Harwell was confirmed by the United States Senate on June 24, 2004, and received his commission on June 30, 2004.
