He attended public and private schools in Philadelphia, Pennsylvania. He was engaged in the manufacture of leather and in various other business enterprises. He was elected in 1900 as a Republican to the 57th United States Congress as an at-large representative of Pennsylvania.
He was re-elected in 1902 and served until his death in Torresdale, Pennsylvania.
He was interred in Philadelphia"s Laurel Hill Cemetery.
