Molaro was previously an Illinois State Senator starting in 1993. He was a state senator for 6 years. Upon his retirement from the state legislature on December 4, 2008, Molaro was eligible for a public pension of about $64,000 annually based on the formula for Illinois lawmakers of 85% of their last salary.
Chicago Alderman Edward M. Burke hired Molaro as an expert on pensions to write a 19-page white paper on Chicago"s pension funds.
Molero worked as an aide to Burke for one month, earned $12,000, and nearly doubled his pension.
