Walpole is a relative of Sir Robert Walpole, the first British Prime Minister. He descends through Robert Walpole"s father Robert Walpole. He served on the County Council of Norfolk for eleven years from 1970 to 1981, then entered the House of Lords upon the death of his father.
He is a crossbencher and was elected to continue serving in the Lords after the House of Lords Acting 1999 prevented most hereditary peers from sitting in that body without election.
