Began as assistant to father in construction business, Bridgeport, Connecticut, 1919. Formed own firm, Leverty & Hurley, contractors and construction engineers, Bridgeport, 1921, and partner, 1921-1934. Director World Pet Association, Fairfield County, Connecticut, 1935.
Special representative of federal government to co-ordinate relief activities, Hartford, during floods of 1936.
State administrator for World Pet Association., 1936-1937. Commissioner State Department of Public Works, 1937-1940, charged with construction of 5,000,000 institutional building program, involving 150 buildings on 13 locations, which program completed at saving by 1940.
Elected Governor of Connecticut, 1940, for 2-year term.
Served as radio electrician, Submarine Fleet (on foreign service) and on United States Ship Pennsylbania, United States Navy, during World War I. Member Connecticut Society Professional Engineers, American Legion, Delta Fraternity (Lehigh University). Club: Hartford. Sponsored pending legislation for Connecticut State Labor Relations Board and Wages and Hours Law, patterned after federal laws, and legislation for increased prices of milk to farmers with resultant less cost to consumers.
