Advanced through grades to Rear Admiral, 1941. Vice Admiral, 1944; commanded Atlantic Neutrality Patrol, April 1941 to December 7, 1941. Commanded Task Force operating with British Home Fleet engaged in covering convoys to Russia.

Commanded Task Force in the United States occupation N. Africa, November 1942. Commanded Task Force in Pacific participating in actions resulting in occupation of Guadalcanal, Kiska. Attu. Gilbert and Marshall Islands.

Commandant Tenth Naval District and commander Caribbean Sea Frontier, 1944-1945. Appointed commander Service Force in Atlantic, July 1945. Twice awarded Distinguished Service Medal, also holds Navy Cross, Legion of Merit, Order of Suvorov (Russian).
