Admitted to Connecticut bar, 1890. Located in practice, New York, 1894. Lecturer on French law, 1895-1904, international arbitration and procedure, 1904-1912, and government and citizenship, 1925-1926—all in law department of Yale University.
Appointed, by President Roosevelt, to represent United States as agent and counsel before United States and Venezuelan Claims Commission, 1903.
Declined apptmts. as United States district judge and justice Supreme Court of the New York Counsel to superintendent of banks of State of New York in connection with failures of private bankers, 1915. Counsel to attorney general of New York, 1917, in case against Bolo-Pacha, the propagandist who operated in United States and France.
Appointed agent and general counsel representing United States before Mixed Claims Commission (United States and Germany), 1922, during this service 12,000 claims filed, aggregating $1,479,064,313, resigned, May 24, 1923. Retained by State of Missouri to argue branch bank case before Supreme Court of the United States Court, 1923.
