Fellow of All Souls College, Oxford. Served in South Africa, 1902-1909, first under Lord Milner, as Secretary of the Inter - Colonial Council of the Transvaal and Orange River Colony and Secretary of the Railway Committee of the Central South African Railways. Then under Lord Selborne, and later under General Botha.
