Admitted to bar, 1874, and practiced at Chattanooga, Tennessee. Was member Barton & Barton, Memphis, Tennessee. Served as United States commissioner.

Alderman of Chattanooga, 1889-1899. Member Tennessee Senate, 1892-1894. Judge Court of Chancery Appeals, later Court of Civil Appeals, 1895-1910.

Member United States Railway Labor Board, 1920-1924 (elected Chairman of the Board, April 17, 1920). Settled at St. Petersburg, Florida, and practiced with son, McKinney, as Barton & Barton.
