Doctor Thomas Snowden, of Peekskill, New York, October 19, 1882. Promoted through the various grades to rank of rear admiral, June 7, 1913. Retired May 5, 1915. Navigating officer United States Ship Dixie, during Spanish-American War, 1898.

Commanded Culgoa, Chicago. Commanded Missouri on cruise of battleships around the world, 1908. Commandant Norfolk Navy Yard, 1911-1913.

Commander-in-chief Pacific Reserve Fleet, 1913-1915. Recalled to active duty and commandant 14th Naval District and United States Naval Station, Pearl Harbor, Hawaii, June 13, 1918-May 15, 1919. Episcopalian.
