Chiari’s failure to secure approval of the 1926 Panama Canal Treaty, revising the 1903 agreement with the United States, was his most serious setback. The pact aroused powerful nationalistic sentiment and led to creation of a semi-secret organization. Acción Comunal, led by the Arias Madrid brothers. Chiari managed to dictate the choice of Florencio Harmodio Arosemena as his successor. but the Revolution of 1931 ended the period of Chiari’s dominance of Panamanian politics.
Amassed a fortune as a sugar planter, and established the Chiari family as a political power. He wrested control of the Liberal Party from Belisario Porras and represented oligarchical control over Panamanian politics.
Despite Chiari’s strong political base his presidency was stormy. A rent strike in Colón and Panama City in 1926 became violent and obliged him to request the intervention of U.S. troops from the Canal Zone. In the same year, 21 National Police members died suppressing an uprising by the Cuna Indians of San Bias.
